Distance Learning

Q:  Our students want to use the English for All DVDs as an alternative to the web site for distance learning.  English for All has materials for unit completion with the DVDs.  Are the English for All DVDs a distance learning program approved for counting ABE proxy hours?

A:  English for All is an approved distance learning program that programs can use to count proxy hours.  The English for All DVDs are approved as a distance learning program for counting ABE proxy hours.  To verify unit completion by student, programs need to keep a copy of the completed materials as documentation.  Programs must follow the ABE Distance Learning Policy to count proxy hours for this (and all) distance learning program.  For more information, please review the Distance Learning Policy (Microsoft Word document).

Eligible Students and Content

Q: Can we help high school students study for the ASVAB and count ABE contact hours?

A:  NO.  High school students are NOT eligible for ABE.  Programs cannot use ABE funds, including staff time, to serve high school students.  Programs cannot count ABE contact hours for serving high school students.  Also, ASVAB is not a core content area for ABE.  For more information on core content, please review the Eligible Content Policy (Microsoft Word document).

Important Resources for ABE Managers

Q:  Is there something like an ABE "cheat sheet" for managers that includes everything I need to know?

A:  Unfortunately, no.  However, in terms of policies, there are three top resources that contain the most of the state policy information that ABE managers need:

  1. The Law and Policy page:  This page collects the state and federal law guiding ABE, the statewide ABE policies for programs, and state policy memos and FAQs.
  2. The annual ABE Program Overview and Consorstium Requirements (Microsoft Word document): This document has the information that you need to submit on an annual basis and the details for the five-year narrative.
  3. The ABE Assurances in the annual ABE application:  Check your annual ABE application your program submitted and review the assurances section.  There are several program agreements that you need to follow in compliance with your annual ABE funding.
